This map service provides general bridge information for all transportation structures within the Washington State Bridge Inventory System (WSBIS) in Washington State. This includes bridges, large culverts, tunnels, pedestrian & railroads passing over state routes, and pedestrian bridges adjacent to state routes on state right of way. The accuracy and completeness of the transportation structure data (including the structure location) are the responsibility of the structure owner. In cases where pedestrian & railroad structures pass over state or local agency routes, this data may be the responsibility of the route owner under the structure. Note that local agencies do not include a complete inventory of pedestrian & railroad structures in local agency rights of way.

Every two years, the City conducts a scientific survey of randomly selected households from each of the City’s Council Districts to hear directly from community members on their priority issues, gauge their level of satisfaction with City services, and gather information to track certain topics and trends over time.
The biennial survey uses rigorous statistical methodology to provide City leaders with a critical snapshot of which services and issues community members feel are important, which service areas have improved over time, and which service areas could improve in the future. The survey results are used by departments and divisions throughout the entire City organization to help identify budgeting and funding priorities, target specific services or programs for improvements, and to evaluate the efficiency and effectiveness of nearly every part of the City’s day-to-day operations.
On October 11, the Tacoma City Council passed Second Amended Substitute Ordinance 28831, prohibiting camping and the storage of personal belongings in a 10-block radius around temporary shelters in Tacoma aswell as Aspen Court (a City-permitted emergency and transitional housing facility) and all public property within 200 feet of Tacoma’s mapped rivers, waterways, creeks, streams, and shorelines.
If a 10-block radius cuts through a block or a public parcel, such as a park or a school, then the entire block or parcel shall also be included in the prohibited area. Additionally, the City will be working to ensure that the least restrictive voluntary enforcement methods possible are used prior to the enforcement of the ordinance, which, on September 20, was amended to reduce the maximum fine from $1,000 to $250 and the maximum allowable time for imprisonment from 90 days to 30 days or less.
“While we have much more to do to address homelessness in Tacoma, I am proud that our City Council has taken this initial step to respond to the impacts of encampments across our community,” said Council Member John Hines, who first brought Ordinance 28831 to Study Session for consideration on September 13. “Since the beginning, I have been clear that the health and safety issues posed by encampments cannot be regarded in isolation from all that the City is doing on homelessness, and I remain committed to that work. Looking ahead, this work will require further investments in the shelter, services, and affordable housing, which the Council is committed to. In partnership with my Council colleagues, community partners, and our residents, I will continue helping to connect our unhoused residents with the help they need.”
The City will also post, no less than two weeks prior to enforcement, notice at the prohibited location so that interested organizations and community groups can offer assistance and resources as needed. If there is a reasonable belief that there is a significant risk to life, public health, and safety, or property due to the camping or storage of personal belongings at this location, this notification requirement shall not apply.
By the end of April 2023, the City will provide an update on progress toward a Mental Health Court and a Community Court and, by the end of April 2024, an update on the effectiveness of the ordinance through specific data requests, including:<o:p></o:p>

The Multifamily Property Tax Exemption Program is one way to encourage the development of multifamily units located in designated Residential Target Areas in Tacoma. The incentive exempts qualifying projects from property taxes on the assessed improvement value for 8, 12, or 20 years based on the level of affordability provided.

Tacoma City Landmarks:
The City of Tacoma maintains the Tacoma Register of Historic Places, which includes individually registered City Landmarks in addition to Historic Districts and Conservation Districts. Nominations of properties to the Tacoma Register of Historic Places may be made by citizens or property owners, which are then reviewed by the Landmarks Preservation Commission. If found to meet the criteria, the Commission makes recommendations for designation to City Council. Changes to the exteriors of City Landmark properties must be approved by the Landmarks Commission. There are over 180 properties individually listed on Tacoma's Register of Historic Places. Landmark properties are scattered throughout the city, and represent a wide variety of perspectives, architectural design, and local history.
State and National Register Landmarks:
Nominations to the Washington Heritage Register and the National Register are handled through the Washington Department of Archaeology & Historic Preservation (DAHP). DAHP maintains the most up-to-date data about these landmarks within the State of Washington; any information included in this dataset is intended for general reference only and may be outdated.For more information and a complete map of state and national listed landmarks statewide, please see the Washington Department of Archaeology and Historic Preservation at WISAARD (wa.gov).

This map displays public safety radio coverage across Tacoma, Pierce County, and Puyallup. The dataset consists of 18 individual radio coverage maps that depict public safety radio coverage areas for regional emergency communications systems. These coverage layers represent current modeled or documented radio coverage conditions available at the time the maps were produced.
The application allows users to toggle individual coverage maps on and off for comparison and analysis. It is intended to support police departments, fire departments, emergency responders, partner agencies, and the public by providing a shared, web-based view of regional radio coverage.
The shaded areas on these map layers show predicted on‑street performance for mobile and portable radios using each of the eight P25 Phase 2 integrated subsystems operated by Pierce County, the City of Tacoma, and the City of Puyallup. Each shaded tile represents a location where radio coverage is expected to work reliably, at least 97% of the time, in both directions: From the radio to the network and from the network back to the radio. Portable radio coverage predictions assume the radio is used with a remote speaker microphone worn on the user’s chest or shoulder.
The application and associated GIS layers are maintained by City GIS and public safety technology staff in coordination with regional public safety partners. Updates are performed as revised radio coverage files become available or when changes to the public safety radio system occur. Maintenance frequency is expected to be periodic and tied to system updates, infrastructure changes, or refreshed coverage analyses.

Updates to Tacoma Zoning through the Home in Tacoma Project were adopted on November 19, 2024 and are effective February 1, 2025.
The broad purposes of the zoning provisions of the Tacoma Municipal Code are to protect and promote the public health, safety, and general welfare, and to implement the policies of the Comprehensive Plan of the City of Tacoma. More specifically, the zoning code is intended to:
a. Provide a guide for the physical development of the City in order to: (1) Preserve the character and quality of residential neighborhoods; (2) Foster convenient, harmonious, and workable relationships among land uses; and (3) Achieve the arrangement of land uses described in the Comprehensive Plan.
b. Promote the economic stability of existing land uses that are consistent with the Comprehensive Plan and protect them from intrusions by inharmonious or harmful land uses.
c. Promote intensification of land use at appropriate locations, consistent with the Comprehensive Plan, and ensure the provision of adequate open space for light, air, and fire safety.
d. Foster development patterns that offer alternatives to automobile use by establishing densities and intensities that help make frequent transit service feasible, and encourage walking and bicycling. This emphasis on alternative transportation will also have air quality benefits and will conserve energy.
e. Establish review procedures to ensure that new development is consistent with the provisions of this chapter and all other requirements of this code.

The Local Employment and Apprenticeship Training Program (LEAP) that aims to tackle unemployment in Tacoma, the City Council and Public Utility Board developed LEAP in March 1997. Since its inception, LEAP's purpose has been to level the playing field for citizens seeking employment opportunities. The program is helping more workers get family wage jobs. LEAP achieved a 17% local resident/apprentice utilization of craft workers on City of Tacoma public works projects from 2008 to 2015.

The Future Land Use Map illustrates the City’s intended future land use pattern through the geographic distribution of residential and commercial areas, the designation of mixed-use and manufacturing/industrial centers, as well as shoreline and residential designations. This land use distribution was a result of analysis of the urban form policies, existing land use and zoning, development trends, anticipated land use needs and desirable growth and development goals. The land use designations are established in the One Tacoma Comprehensive Plan and provide a basis for applying zoning districts and for making land use decisions.

The City of Tacoma Institutional Controls Plan (ICP) for the Thea Foss and Wheeler-Osgood Waterways Remediation Project (Institutional-Controls-Plan_2006.pdf) aims to protect these remedial actions in perpetuity for the purpose of protecting water quality for marine organisms and human health. This static layer was created per Section D.1.2.4 of the ICP to display these historical remedial action areas for permitting purposes for City staff and the public.

The Multifamily Property Tax Exemption Program is one way to\nencourage the development of multifamily units located in designated\nResidential Target Areas in Tacoma. The incentive exempts qualifying projects\nfrom property taxes on the assessed improvement value for 8, 12, or 20 years\nbased on the level of affordability provided.

The 7-class land cover dataset was generated using object-based image analysis. Ancillary datasets were incorporated into the analysis to aid in the object classification process. The ancillary datasets used were a rasterized lidar point classification, lidar height products, imagery derived vegetation indices, publicly available open street maps layers, and publicly available impervious Ecopia 3-ft raster data (2021-2022). Automated clean-up routines were developed to ensure feature continuity, reduce noise, and classify streets. A quality assurance process was used to ensure that all data were appropriately classified at a 1:1000 scale. Where the automated classification failed, heads-up digitization was used to correct the appropriate classification. The minimum mapping unit for the land cover classification is 200 square feet. The land cover data follows a canopy dominant classification scheme where features are classified from an aerial perspective. Therefore, features that are obstructed by canopy will be mapped as the canopy class.
This application shows hotspots of open Tacoma SeeClickFix requests for responses from the Tacoma Homeless Engagement Alternatives Liaison (HEAL) Team, details of individual requests that the HEAL team has responded to, and areas that the City of Tacoma has prohibited camping.

On September 9, the Tacoma City Council adopted amendments to the South Tacoma Groundwater Protection District (STGPD) Code and related sections of Tacoma Municipal Code (TMC) Title 13 to strengthen groundwater protections, improve enforcement, and align regulations with state requirements and best available science.
The South Tacoma Aquifer, part of the Central Pierce County Sole Source Aquifer, supplies up to 50% of Tacoma’s total water demand during peak summer months, making it a vital drinking water source for the city. Historically, the aquifer has faced risks of contamination from spills, leaks, and improper handling of hazardous substances by local industries. To address these threats, the City of Tacoma established the STGPD in 1988 as an overlay zone that regulates hazardous materials and places restrictions on high-impact land uses that could compromise groundwater resources.
The newly adopted amendments are the result of a multi-year process that began in 2021. This process included a work plan, technical studies using best available science, a Health Impact Assessment (HIA) and extensive public engagement through community meetings, two advisory committees, public hearings, Planning Commission review, and finally, City Council approval.

The Future Land Use Map illustrates the City’s intended future land use pattern through the geographic distribution of residential and commercial areas, the designation of mixed-use and manufacturing/industrial centers, as well as shoreline and residential designations. This land use distribution was a result of analysis of the urban form policies, existing land use and zoning, development trends, anticipated land use needs and desirable growth and development goals. This layer displays the most current residential supervisor boundaries for the City of Tacoma. Each boundary is symbolized as an outline.
These boundaries aid in identifying which areas of Tacoma are Solid Waste supervisors responsible for any issues or questions regarding service of residential garbage, recycle or yard waste.
Layer has labels showing the supervisor name and phone number. Label is symbolized concurrently with the corresponding supervisor polygon symbology.
Layer has pop-ups configured for each supervisor area displaying the supervisor radio call number, phone number and supervisor name.

Home In Tacoma includes reduced parking requirements for new housing, making it easier to fit multiple elements on a lot, encourage walkable neighborhoods, promote transportation choices, allow flexibility for developers, and lower construction costs. Parking requirements will be relaxed from 2 required parking spaces per dwelling unit to 1 to 0.5 spaces per dwelling unit and no parking will be required near transit, consistent with new state legislation.

Boundaries for Ordinances since 2008 that changed Tacoma Zoning. See historic paper maps for rezones prior to 2008. Errors in historic paper map have been noted in this dataset. If an area has been rezoned multiple times with different boundaries since 2008, the resulting polygon is represented as a region (overlapping polygon).
Boundaries are symbolized as area-wide and site-specific.

The City’s Urban Design Project Review (UDPR) program applies to the identified areas. Each area is assigned one of two Threshold Groups. A UDPR permit is required for developments that exceed the area’s Threshold Group building area threshold.

This layer displays the pavement condition index (PCI)\nrating of streets in the City of Tacoma. \nScores range from 0 (poor) to 100 (good) and are symbolized by their\noverall condition. Additional data\nincludes street classification, pavement type, and the International Roughness\nIndex (IRI). Baseline data was collected\nin 2015 following ASTM D6433 standards and has been modeled through 2019 by a\npavement management system to account for increases in PCI resulting from maintenance\nand reconstruction projects as well as decreases in PCI because of pavement deterioration.

This dataset displays speed limits in the City of Tacoma. It is generated from the legacy street network and updated as needed by Public Works staff.
Latest updates are based on Tacoma City Council Ordinance No. 28825 passed in August 2022. This ordinance lowered the default speed limit on residential streets from 25 miles per hour to 20 miles per hour and lowered the speed limit from 30 miles per hour to 25 miles per hour on arterial streets in four Neighborhood Business Districts, including 6th Avenue, Lincoln, McKinley Hill, and Old Town. New speed limits represented in this dataset go into effect on January 1, 2023.

Historic\nProperty Inventory (HPI) records contain baseline data available about\nbuildings, structures, sites, and objects. HPI forms are generally done when a\nproperty reaches or is nearing 50 years old. These forms are not automatically\ngenerated. HPIs are usually completed by stakeholder agencies when historic\nproperties may be impacted by state or federal projects, or as part of\nneighborhood historic property survey projects.
The\nexistence of an HPI form for a given property does not mean that property is\nlandmarked. Conversely, the absence of an HPI form does not mean the property\nis not potentially eligible for historic considerations. This dataset indicates\nwhich properties have HPI forms done between 1979 and 2004; the dataset does\nnot include properties with HPI forms done since 2004. The City of Tacoma is\nnot responsible for missing or incomplete data.

This layer generally describes Geologically Hazardous Areas as defined in TMC 13.11.700, including erosion and landslide hazard areas. It is used to review changes to these areas including development proposals, proposals for vegetation modification, and potential violations for compliance with critical area and building codes.
This layer was derived from 2018 bare earth lidar. The initial analysis steps include: slope tool to create a % rise surface then using the int tool and reclassify using the 0-15, 15-25, 25-40 and >40 percent slope. Those classifications were converted to polygons. Further refinement was done to reduce the number of polygons. All areas in the >15% classification were deleted, all polygons <200ft in length and all polygons < 100 sq. ft. in area were deleted. Additional simplifying was done to create smoother boundaries of areas and a series of positive and negative buffers was used to remove holes in areas. Additional refinement to this was done including: (Deleted polygons <= 200 sq. ft. for Slope Category 15 - 25%. Deleted polygons <= 100 sq. ft. for Slope Category 25 - 40% & Over 40%)

The Equity Index is an interactive tool visually highlighting disparities in Tacoma. The 2024 iteration uses 29 data points sorted into 5 determinant categories (Accessibility, Livability, Education, Economy, and Environmental Health) to determine where community members cannot access services or where services do not meet community needs. It is one of the primary tools that City staff, partners, and other decision-makers use to help ensure they make data-informed decisions to improve access to opportunities for all community members.
